When mysterious entrepreneurs appear with the aim of substituting it with an entertainment park and tearing down Treasure Town, White and Black face their greatest adversaries yet. It is up to this destructive Black to rescue Black from his dark character or over to this gentle White to conserve the destiny of this city.  On an unnamed city's road , literally highflying urchins Black and White appearance to guard their turf from gangs from invasion. White is an 11-year-old who can not even dress himself while they is able to be rough in a fight or wielding a weapon. Slightly old, Black treats his friend and is worldly. Both look on their own city as"our town." Additionally prone to seeing the town as his property is yakuza pioneer that is worldweary aka the Rat, Suzuki. Feeling that the town has become too placid, Suzuki plots his return, much to the consternation of local police.
